The Siutaka was first established in Auckland in 1990 to search and develop for Tongan players, or players of Tongan heretage, living outside Tonga.  The Siutakas are based at the France, England, Welsh, Japan, Australia, New Zealand, and USA.

The initial games played by the Siutaka involved senior players who played for Auckland clubs with regular trips to Tonga. As the game evolved in Tonga, the requirements of the Siutakas changed and the search for talented players changed to the search for talented youngsters up to 21 years of age.

The role of the Siutakas changed with the inception of professionalism and the search for promising players was narrowed to a younger age group. Today, the Siutakas concentrate their resources in searching for talented young men at U15 level through to U18 level, with players often fed into the ‘Ikale Tahi development programmes. However, senior players are constantly monitored by the newly developed High performance unit and the coaching staff.
